6. Jeff Hope (The Taxi Driver)

As the first major antagonist of the series, you would have thought that Jeff Hope wouldn't be considered a minor character. However, he does quite easily fall into the category as he only appears in one episode and seems to just be a pawn in the hands of Moriarty. Still, that doesn't mean he didn't make a great first impression.

Seeing a terminally ill killer gambling with his own life was a fascinating direction for the show, as it came as a big surprise and was a very satisfying pay off for the mystery. Part of what made Jeff so exciting as a villain was his anonymity. This was a significant part of the case as no one ever suspects the taxi driver, making him an interesting secretive antagonist.

The final encounter between this man and the titular hero was incredibly entertaining, and that came from the fact that Jeff seemed like such an ordinary bloke. Seeing him delve into the world of crime thanks to the fact that he was on death's door was a frightening examination of how we're all capable of going off the deep end when we have nothing left to lose.
