What if it's lots of new villains? Bringing in a new villain via Moriarty's face would be a fascinating way to dig out Sherlock Holmes's skeletons from the closet. But bringing in the Moriarty Terrorist Network would give this villain the face of Andrew Scott; what if these are villains that only communicate through recordings of their dead leader? What exactly was Sherlock doing for those two years? What if Jim's gif is just the start, and there are at least three more villains ready with schemes to burn Holmes and Watson, but they were just using Moriarty to drag Sherlock back to London?
