13. Luigi
20th Century Fox TelevisionLuigi is meant to be a stereotype of the Italian pizza chef. Well, mission accomplished. He is, indeed, about as big a stereotype as you can find in Springfield. And thats the problem. After all this time and all of his appearances, Luigi is still just a completely one-note character. The lack of character development and relying on the same joke over and over again had the inevitable result of turning Luigi into more annoying than funny. At one time, he was in a bowling team called the Stereotypes. The team also contained Cletus, the Sea Captain and Groundskeeper Willie (and apparently also begged Apu to join). Obviously, all of them were stereotypes and all of them were funnyat that time. However, the other characters remain funny to this day because they were not limited to flogging a dead stereotypical horse every time they were featured. They showed an evolution of their characters to varying degrees which is something that Luigi has not done. Until that is resolved, Luigi deserves his spot on this list.
