When the Sons were released from prison, Sheriff Roosevelt made it clear that they wouldn't enjoy the same relationship with him as they did with Chief Unser. He was literally the new sheriff in town, but before long he became a pawn of Lincoln Potter and the RICO case he was building.
Though he did have more of a moral compass than most other law enforcers that tried to stop SAMCRO, and he tried to be fair, he ultimately played Potter's game and leveraged the race of Juice's father against him. The drugs he stole for proof of their cartel relationship would have crushed the club if not for Romeo's CIA affiliations, and Eli's manipulation of him drove Juice to attempting suicide.
After his wife was killed by the home invaders, Eli went back to pressing Juice for info, no longer caring about the law or any kind of fairness. He even offered to tell Jax the identity of the rat in the club if he turned over Frankie Diamonds, the man who murdered his wife. This was really the only time he flirted with breaking the law.
