Rat-Boy didn't come into Sons of Anarchy until season four, and didn't graduate from being a prospect to being a fully patched member of the club until half way through season six. He only really became a main character throughout the show's final season, and as such went relatively undeveloped.

Unlike Happy, who had been around since the very start of the show, Rat-Boy simply suffered from too little time to become a great character. He was smart, fearless, loyal, and hard-working, but rarely did he offer anything more than being a fairly basic character. At no point did he truly stand out away from anyone else and make a case for being compelling in his own right.

His only real storyline of any note saw him start going out with Brooke, promising to treat her better than he had been, and telling her he loved her, only to then cheat on her anyway. In reality, it added very little to him as a overall character.

If he were to be removed from the show entirely, it wouldn't actually be that noticeable.
