If you want a clearer example of a character being introduced as one thing, but becoming something else entirely, then you won't find someone better than Jimmy.
He debuted in the subtly titled "Cripple Fight", an episode from season five which saw him act as a rival to Timmy. The character was initially intended to be a one-off appearance, but like Timmy himself, he was kept around.
Jimmy is an excellent figure in the show, not only because of his transformation from a villain to a lovely kid but also because of his disability. Like Timmy, it's easy to see him and assume at first glance that he's a crude way of mocking the less abled. However, Jimmy is one of the most popular kids in the school, painting a wholesome and loveable picture.
This is reflected in his personality, as Jimmy is a real charmer. His stand-up comedy is a great gimmick, and he has a genuinely caring attitude that makes him a delight in the show. Plus, his niceness can translate into naivety, which has led to tonnes of side-splitting moments.
Jimmy is an integral character, so who cares that he wasn't there from the get-go?
