If there's anything Stone and Parker love doing, it's subverting expectations and getting people worked up. Following a cliffhanger from Season 1 regarding the identity of Cartman's real father, the duo took notice of the Season 2 premiere date (April 1st) and decided to try something different.

Instead of having a suitable second part to close out the Cartman's father storyline, they decided to stick it to critics of the show who stated SP was "nothing but bad animation and fart jokes" by having the entire episode involve just Terrance and Phillip in a storyline of their own.

Critical reaction to the episode was (unsurprisingly) mixed, whereas fan backlash was strong, resulting in thousands of emailed complaint letters. Comedy Central responded by moving up the release date of the season's second episode as a form of reconciliation. Stone and Parker have stated that the episode continues to be their favorite. Knowing them, it doesn't seem far from the truth.
