The final season of Deep Space Nine was jam-packed with action about the brutal Dominion War and the Romulans were present for most of it. Having been inducted into the war by Captain Sisko in possibly one of the best and darkest episodes of any Star Trek show (In The Pale Moonlight), the Romulans are of concern to Starfleet Command. Admiral Ross recruits Dr. Bashir to accompany him to Romulus. Another section of Starfleet has an interest here as well, the sinister Section 31.

Bashir has to navigate Romulan politics as he determines if an influential senator is afflicted with a degenerative disease. The machinations of the ever-present Tal Shiar are pitted against Luthor Sloan as the two supposedly allied intelligence agencies try to out-manoeuvre each other. In the end, Bashir discovers that he's been used as a pawn by Sloan and Admiral Ross to discredit a senator, who was in a position to cause trouble further down the line.

The good doctor expresses his disgust to Admiral Ross that Starfleet would stoop to such tactics, pointing out that they are no better than the Tal Shiar. Ross reminds him that in times of war, the law falls silent. The lengths that both sides will go to in order to secure the upper hand is on naked display in this episode.
