How could someone who has their own series named after them not manage to appear on this list?

Appearing (only just) in all 178 episodes of TNG, Patrick Stewart's iconic Jean-Luc Picard ticked off four feature films plus the pilot episode of DS9 before stepping away from the screen until the arrival of his eponymous series in 2020. By the end of that run, he will have completed an additional 30 episodes to his total bringing Picard to a grand total of 213 appearances.

The counter to Kirk, Picard has remained a strong fan favourite for decades with his appearance in Emissary symbolically passing the torch. Given recent events in Picard itself, the whole confrontation with Sisko in that episode has taken on a completely different life. Another casualty from Wolf 359, Captain Shaw of the USS Titan-A probably said everything that Sisko wanted to but held back.

Now there is the other debate that says 20 of those appearances should be discounted since the flesh and blood Picard actually died in the final episode of his show's first season, Ex in Arcadia Ego, Part II which would bunk the admiral down the rankings significantly.
