In A Private Little War the people of Tyree's world are effectively used as pawns by the Klingons, and later the Federation, while also serving as a real world stand in for the Korean War. Kirk, in his speech, effectively gives an idealised version of what history might hope for - nation states learning not to interfere in the affairs of others.

There came a time when our weapons grew faster than our wisdom, and we almost destroyed ourselves. We learned from this to make a rule during all our travels – never to cause the same to happen to other worlds.

There are too many examples of conflict on Earth wherein sovereign states are treated as staging grounds for the wars of others. In Star Trek, the Klingons and Starfleet couldn't engage in open warfare thanks to the Treaty of Organia. The next best thing was to take a page from history and use another set of people to duke it out for them.

Unfortunately, Kirk's speech sees the world as it should be, not as it is. It is a not-so-gentle reminder that even in the future, humanity could be damned to repeat its mistakes if it refuses to learn from them.
