Sisko and Quark aren't usually paired in scenes together. That said, there are several exchanges between both men that sear into the memory. It must be said - Quark actually has the high-score when it comes to sparring, evidenced in both The Jem'hadar and The Siege Of AR-558. However, Sisko undeniably lays down the law in Business As Usual.

Strapped for cash and drowning in debt, Quark agrees to use his holosuites as demonstration grounds for weapons. Hagath, a weapons trader in league with Quark's cousin Gaila, recruits Quark, promising obscene riches. There is one slight issue: Odo.

Quark is pulled up in front of the Constable, smugly secure in the fact he didn't actually sell any weapons. His grin only widens when Major Kira and Sisko enter, telling Odo to let Quark go. Hagath gets free reign in Bajoran space, as do his associates. Quark laughs, wishing Odo 'better luck next time!'

You better hope there isn't a next time, mister. I have cut you a lot of slack in the past. I even looked away once or twice when I could have come down hard on you, but those days are over. Now we may not be able to get you for selling weapons, but you so much as litter on the Promenade and I will nail you to the wall!

In this round, the point goes to Sisko, and it's not even close.
