… and shove them where the chronitons don't radiate! It was probably phrased far more delicately than that, but there must have been/will be words between Travellers and Temporal Agents when the more stringent clauses of those timely treaties are put into place. Most importantly, from Wesley's perspective in The Devourer of All Things, Part I, this was "after the Temporal Wars".

Everyone's a time traveller in the boring, ticking-forward sense, but few in Star Trek can do it in any direction by virtue of their very being — the Q, for example. Try banning them from doing anything, and you'll have to be happy with no vocal, let alone ac-, cords! We assume, less drastically, that the Travellers were given an opt-out clause, that is, if they even opted in.

As well as answering a few questions about the fine print, a Wesley spin-off could also explore the extent of the Travellers' involvement in the Temporal Wars. "There just aren't many of us left to repair timelines," Wesley added in Devourer of…, implying the group's role in the conflict came at quite the cost, and/or simply that they must now work without help from the Temporal Agents. I'm just putting it out there, too — Future Guy is Wesley, and not Archer, after all?
