The journey Kira and Sisko were on would have been impossible without each other. As a Starfleet officer, Sisko was briefed and prepared for what he was in for. He studied all available information about Bajor and the Cardassian occupation. But that only goes so far.

There was a lot of nuance to what happened on Bajor over the 50 years of the occupation. It was a much different place than it was before the Cardassians arrived. Kira never knew that Bajor as it was gone long before she was born. But she knew the horrors that changed it intimately.

The process of building a new and stronger Bajor from the rubble the Cardassians left behind was difficult at best. It was a nearly impossible task filled with stress and conflict. Not everyone agreed with how that should happen. Kira and Sisko needed to be on the same page to get the job done, which they were. Most of the time.
