4. Weyoun

When ships from the Alpha Quadrant started passing through the wormhole on Deep Space Nine, they eventually drew the ire of the Dominion. Led by the Founders, the Dominion was the ruling power in the Gamma Quadrant, due in no small part to their cloned muscle, the Jem'Hadar. But there was another piece to the puzzle.

The Vorta acted as the public faces of the Dominion. They guided and managed Jem'Hadar, and would pop up at bargaining table to try peaceful negotiations. While several Vorta appeared during the course of the Dominion War, the most prominent one was Weyoun.

Like the Jem'Hadar, the Vorta were clones. Several iterations of Weyoun appeared on the series, each time after people thought they had finally killed the last one. His lack of outward hostility and veneer of false positivity made him incredibly untrustworthy. While he was normally just following the designs of the Founders, Weyoun could be counted on to implement them with zeal.

Weyoun was one of several villains played throughout Star Trek by Jeffery Combs, as well as one of three he played on Deep Space Nine.
