On the surface, Angosia III was an idyllic world. It seemed perfectly suited to join the Federation in 2366, the Enterprise-D was disptached to aid in negotiations. However, once the Starfleet ship arrived, they quickly discovered that all was not as it seemed.

The nearby penal colony on Lunar V experienced a breakout, resulting in one Roga Danar leading the Enterprise on a cat-and-mouse chase. Though Danar was caught by Riker and Worf, the truth began to spill. The Angosians were far from the peaceful people they portrayed themselves as.

Earlier in the century, they had elected to subject peaceful soldiers to genetic engineering. While the Angosians were peaceful by nature, they threw nature out of the equation, and condemned these soldiers. The procedure was irreversible, so when they came home, they were segregated and eventually imprisoned. 

Once this facet of Angosian society was revealed, all plans for joining the Federation were put on hold - forcing the planet to look inward and start to clean the mess it had made of itself.
