4. They Weren’t Allowed A Military

According to The Slaver Weapon, after they lost a series of wars against humans, a treaty forbade the Kzinti from having a military or military weapons.

They were, however, allowed a police force and related law enforcement equipment, including police vessels such as the Traitor's Claw depicted in the episode. Another piece of equipment depicted in the episode was a type of force field called a police web. Chuft-Captain and his crew used the police web to confine Spock and his companions. With the Enterprise crew members held by the police web, the Kzinti investigated the contents of the ancient alien stasis box that the Enterprise crew was transporting.

Once the Kzinti discovered the titular slaver weapon, they planned on stealing and taking it back to the Kzinti territory as part of a rearming scheme. Fortunately for the rest of the galaxy, they managed to destroy themselves while testing the weapon's settings.
