10. La Sirena's EMH
Unlike its Star Trek: Voyager counterpart who evolved to become his own, fully realized holographic man, the La Sirena's EMH from Star Trek: Picard is basically just equipment. This EMH also has no control over its activation sequence as demonstrated by Agnes Jurati's pretty troublesome ability to deactivate the EMH so she could go ahead and murder her ex-BF in "Stardust City Rag".
The La Sirena's EMH is in fact less effective as a supplemental medical officer than it is at embodying one of many "broken pieces" of the ship's captain, Cris Rios. Each of the La Sirena's emergency holographic programs carried a bit of Rios' personality, even his memories.
As described by La Sirena's Emergency Hospitality Hologram, Rios liked to keep his own company so he programmed the EMH, the EHH, and all the other emergency holograms to look exactly like him. He's a very literal man.
