6. Phlox
When Star Trek: Enterprise (aka just Enterprise) premiered in 2001, it looked like Doctor Phlox was poised to be the show's answer to Star Trek: Voyager's Neelix. Thankfully, iffy CGI smile aside, Phlox turned out to be something more interesting and far less annoying (sorry, Neelix).
Recruited into the crew of the Enterprise NX-01 from the Interspecies Medical Exchange program, Phlox's alien perspective served to remind the audience and the Starfleet crew to keep their minds open. He was also an effective medical practitioner, using his extensive knowledge and experience to help the new kids on the block make it in the interstellar community.
Beyond his prowess as a doctor, Phlox was also a charming weirdo, with some truly bizarre habits (to humans anyway) and also apparently a very healthy sex life. He also kept a bunch of animals imprisoned in cages in sickbay which, as evidenced by his sadistic Mirror Universe counterpart's chamber of horrors, was borderline, but at least he used them to treat the crew of Enterprise when the situation arose.
Phlox had an especially affecting relationship with the clone of Trip Trucker (the too aptly named Sim) in "Similitude" and his exchanges with T'Pol were often useful insights from that outsider's perspective on humanity that Star Trek is famous for.
