4. Ferengi Stereotype
Mariner and Boimler encounter a Ferengi in the park near the Federation Embassy. This Ferengi is dressed and behaves much like the Ferengi from TNG's first season, when they were depicted as what Armin Shimmerman referred to as "crazed gerbils".
Mariner feigns to mistake this Ferengi for a Bolian, the blue-skinned aliens that debuted in TNG's "Conspiracy", made famous by the Enterprise-D's expert barber, Mr. Mot.
This Ferengi is later revealed to be a friend of Mariner's named Quimp. When he communicates via PADD with Mariner at the end of "Envoys", Quimp's dressed much more respectably in a suit similar to the kind of elaborate outfits DS9's Quark often donned, though Quark was never snazzy enough to wear a monocle... which actually just might be Star Trek's very first monocle.
