This costume is a throwback to the dress uniforms worn by the crew of the USS Enterprise-D in Star Trek: The Next Generation, which featured a long coat worn over black pants or leggings. These dress uniforms were replaced in Star Trek: Insurrection by the waiter-like white jackets worn by the crew of the Enterprise-E, but Lower Decks loves its TNG nostalgia so this is the look they went with. Also, it's funnier.
