They always had to be a part of this, didn't they?

Ever since Q first flung the Enterprise into the path of a Cube, Picard's story has been intrinsically linked to the collective. To pick up his story again nearly 20 years later it needed significant emotional heft, and where else is that to be found than with the Borg. Precisely what role they'll play in the show remains to be seen, but we know that it's something to do with the Romulans and that takes us back, once again, to Countdown.

If you've ever watched J.J. Abrams 2009 Star Trek movie and wondered why Nero's alleged mining vessel was actually a warped nightmare scape of angles, pointy bits and more weapons than the entire Federation fleet, it's also because of the Borg. Mourning the loss of his family and his homeworld, Nero retrofits his humble vessel with a number of Borg enhancements and swears vengeance on the Vulcans he holds accountable for the disaster.

Again, whether or not this is canon or has been retconned remains to be seen, but the premise of the story is that the Romulans have a facility full of captured Borg tech, and aren't afraid to use it. If that's what we're seeing here, it plays into this story perfectly.
