While a lot of the more clandestine shots in the trailer have (as they always are) been rumoured to be relating to Section 31, a quick zoom and enhance of these images shows that all the figures in the room are, in fact, Romulan. The ears and foreheads are a dead giveaway, unless they're just particularly furrowed Vulcans.

Plus all of their tech is green and we all know that Romulans absolutely love their green.
