Auntie Raffi breaks into Rios' cabin to get him out of his funk (as he helped her in "The Impossible Box") and to admire his mermaid collection. He's listening to "(In My) Solitude" on a vinyl player which Raffi mistakes for another ancient technology, a Walkman.

Rios finally opens up about what happened aboard the USS ibn Majid, telling Raffi it apparently encountered synths from Soji's homeworld. Under orders from Starfleet, Captain Vandermeer assassinated the two synths, then killed himself. Rios calls this a "Black Flag Directive" apparently sent to all Starfleet ships after the synth ban.

A similar, though much less violent directive, was issued to Starfleet captains regarding the so-called Omega molecule. In the Star Trek: Voyager episode "The Omega Directive", Captain Janeway suspended the Prime Directive in order to destroy what Starfleet viewed as a threat to the entire galaxy.

This Black Flag Directive came straight Starfleet Security which just happens to be under the direction of Commodore Oh.
