Back on the cube, Seven and Elnor debate activating the dormant drones and deploying them against the Romulan troops. Seven says she can reactivate and reconnect the drones' transceivers to make them a kind of "micro collective".

The Borg neural transceiver is the cybernetic implant that allows drones to communicate with and receive orders from the Collective (see Voyager's "The Gift" and "The Haunting of Deck Twelve"). Seven of Nine herself created a micro collective in the episode "Survival Instinct" in which she connected three drones to each other after they were disconnected from the Collective.

Seven activates the Borg Queen's cell which engages three tubes similar to the ones that attached to the Borg Queen in Star Trek: First Contact. The tubes snap into Seven's back (without punching holes in her stylish jacket somehow) and she speaks with the voice of the Borg Collective, "we are Borg".

Despite her fear that she might not want to give up the power of the Queen, once the Romulans take off, Seven stands down saying "Annika still has work to do".
