6. Chain Of Command
The bridge of Riker's ship, the USS Zheng He is a redress of the bridge of the USS Discovery from Star Trek: Discovery. There's a long, time honored tradition of starship bridges being reused in the Star Trek franchise, from the USS Defiant in TOS' "The Tholian Web" to the USS Reliant in Star Trek II: The Wrath of Khan to the USS Vengeance in Star Trek Into Darkness.
These scenes were apparently shot when Jonathan Frakes was in Toronto directing an episode for Discovery's third season and the sets were minimally altered: the display screens were replaced with 24th century style graphics, the lighting adjusted, and the con and ops consoles replaced with smaller, freestanding stations.
According to Ann Magnuson, this was actually a late change to the episode and scenes were originally shot with her character, Admiral Clancy, leading the fleet and confronting Oh / Nedar.
Riker orders Nedar to stand down under the terms of the Treaty of Alergon. This treaty was first mentioned in the Riker-centric TNG episode "The Pegasus" and was apparently signed at the cessation of hostilities between the Romulans and the Federation way back in 2311. Under the terms of the treaty, Starfleet is able to place Coppelius under its protection because Picard got there first and requested assistance last week in "Et In Arcadia Ego, Part 1".
