As he shows Picard around the euphemistically named Artifact, Hugh mentions that despite things having changed for the XBs, they still have a Queen "and she's a Romulan".

The Borg Queen herself only made a handful of appearances in Star Trek. She first showed up in Star Trek: First Contact and was played (spectacularly by the way) by Alice Krige. Despite the fact that Krige's Queen died when Data pushed her into a pool of flesh-melting warp plasma coolant, the Queen reappeared in Star Trek: Voyager's "Dark Frontier" and "Unimatrix Zero, Parts I & II", played by Susanna Thompson.

Alice Krige returned to the role for Voyager's series finale "Endgame", once again meeting a grisly fate, but still bouncing back to appear one more time for Vegas' Star Trek: The Experience attraction "Borg Invasion 4D", remember that?

Still, Hugh probably isn't talking about a literal Borg Queen here, but rather Narissa, Narek's Cersei-esque sister. And, while it may not be warp plasma coolant, Narissa probably has something terrible coming her way the end of the season.
