While she's not the worst Starfleet captain, Discovery's Georgiou can't rank any higher than this because of a crucial failure to heed the warning of her first officer.

Georgiou had pronounced loss in her past, which added the suggestion of complexity, particularly as it didn't overshadow her approach to life or her fundamental optimism. She was brilliant, highly decorated as an officer and encouraged an easy-going atmosphere in her command. She also recognised brilliance, promoting Burnham to her first officer.

Unfortunately, she also underestimated both Burnham's advice and the Klingons as a race and messed up her key mission. And no amount of commendations can help you when you make the catastrophic decision to engage in hand-to-hand combat with a Klingon. Predictably, she died as a direct response to her own choices.

Hopefully, we'll see more to push her up the rankings in her own spin-off show.
