Vash is distinct in that she is one of Picard's few romantic partners. If that wasn't intriguing enough, her first appearance is.

She and Picard work together to outsmart a devious Ferengi on Risa. Picard and Vash share a love for ancient cultures and artifacts. They get on well. She is Picard's intellectual match, but a free spirit. It would have been nice to see more of these two.

But, she only appears in one other episode. In it, Picard is ashamed of his relationship with Vash and ignores her. This doesn't speak well for his character and wastes any potential Vash had as a character.
