18. Keiko O’ Brien
Keiko suffers the same fate as her husband. An interesting character that was underused by the show writers. Keiko is one of the few civilian characters on the ship. She's there because she is married to a Starfleet officer.
It would have been interesting to see the strain that duty, to Starfleet, puts on a relationship. Again, DS9 does explore this aspect of the O'Briens to great effect. It's too bad TNG ignores Keiko's potential.
