You kind of have to feel sorry for Robert Beltran, told that he was going to be playing the first Native American character in the franchise, you would have thought that there was a lot of potential to bring realism and understanding of Native culture to the screen with the character. Alas, with the rather Hollywood-esque representations of vision quests and tribal traditions, this poor guy didn't go over too well with critics or with Beltran himself.

Towards the last few seasons of the show, Beltran has candidly admitted to more or less phoning in his performance and his character received notably less screen time than he had in the earlier seasons. His romantic ties to Janeway are touched upon near the start, but forgotten, as is the whole point of the ship being partly made up of Maquis officers.

Not really Beltran's fault, but it does mean that Chakotay is one of the more forgettable parts of the show, despite being listed second in the credits.
