So this one is entirely an honourable mention, seeing as how Lt. Ayala appeared in one hundred and twenty-one episodes, but only ever spoke one line. His entire role was to stand near to a console most of the time and look busy, but he did have a considerable backstory in some of the Voyager novels.

He ranks above Neelix because, while not contributing anything to the series other than being an officer to run around, he also wasn't actively annoying for most of it.

Hilariously, Tarik Ergin (who played the almost mute former Maquis) actually spoke more words when he was playing Satan's Robot in the seminal Bride Of Chaotica.
