Yes, Grigori was the Russian hit-man determined to kill Hopper and anyone else who attempted to thwart their plan to open The Gate to the Upside Down. Unfortunately, this limited what he was actually capable of because, even with a superbly intimidating performance from Andrey Ivchenko, Grigori wasn't anything more than what we saw before us.
An fun tribute to The Terminator no doubt, but one that somewhat outstayed his welcome, simply because there was nothing below the surface in terms of character - not even a metal endoskeleton.
