Raphael only ranks so low on this list due to how lacklustre their appearance was in comparison to the other archangels.

Initially, Raphael had an excellent build-up with the scene of Dean using him to frighten Lillith into fleeing. Not only that but one of their first real appearances shows him utterly obliterating Castiel.

After this Raphael is largely left in the background, during his brief stint as ruler of Heaven the angels are thrust into chaos. Since all of this is left off-screen it left a lot to be desired with the whole angel civil war plotline.

Raphael would return once more to assist Crowley in defeating a power-hungry Castiel. The alliance is short-lived as Castiel seemed to hold a grudge and used his new god-like power to burst Raphael like a balloon.
