4. Orlin Dwyer
The Flash has had a number of great villains: Zoom in season two, who broke Barry's back in their first confrontation; The Reverse Flash of course has been a fan favourite throughout the show; heck, even season three's divisive Savitar had some cool moments. However, here's the thing - they were all the same: speedsters.
When a speedster is the villain on the Flash, all Barry has to do to defeat them is to run... Barry, run. However come seasons four and five that all changed. Thinker challenged Barry on a mental level - he was... fine. But then came Olin Dwyer, AKA Cicada.
This gravelly voiced, broody baddie hates all metahumans and wants nothing more than to kill all the enhanced humans, including Team Flash with his magic dagger shaped like Harry Potter's scar. While he has an interesting background and motivation involving a terminally ill daughter, that excuse for your insane antics can only get you so far.
By the time that the mid-season break rolled around, many fans were beginning to tire of his rinse and repeat appearance at the end of each episode. Nearly defeating the team, only to be outwitted and then to fly away like Superman. His single track mind, flat characterisation - along with his irritating voice and repetitive nature - made him increasingly hated and decreasingly compelling.
Hell, even the show got fed up of him - he ended up getting killed off half way through, only to be replaced by another Cicada, which as expected, only furthers the annoying presence of this one note villain.
