Bucky said it himself, he is no longer the Winter Soldier. After years of being put on ice between missions, ensuring he remained both physically impeccable and the greatest assassin in the history of HYDRA, he was seemingly cured when Civil War began.

When Zemo got his hands on a certain sequence of words however, he was shot straight back into kill mode with no free will whatsoever. It wasn't until T'Challa welcomed him into Wakanda that he could truly find peace. Whatever Shuri did to him seems to have worked, as he is no longer living in fear of being controlled.

According to one of the displays in the Captain America exhibit, the whereabouts of Bucky Barnes are currently unknown. Since he wears gloves to cover his metal arm, it's possible that he has been offered some form of protection scheme, with the only people aware of his true identity being the government and his therapist.

The closing credits showed the list of Bucky's trigger words, which may have been foreshadowing to the former Winter Soldier having to fight back against his previous brainwashing. It's uncertain how he would handle this, but with the exception of his dreams and memories, it seems to be behind him for the time being at least.
