The Falcon & The Winter Soldier: 8 Characters Who Could Still Appear

So the Power Broker could be Curtiss Jackson, but what if fans aren't reading too much into things, and there really will be a shocking identity reveal? There were plenty of rumours regarding an appearance from Arnim Zola before the series ever debuted, and he does have strong ties to both Captain America and Bucky.

With the story telling of Cap's legacy, there absolutely could be a place for Toby Jones' character. Though it appeared that he met his end in The Winter Soldier, his entire mind is essentially a programme that could just be downloaded somewhere else.

Who's to say that he hasn't found a way to bring himself back, possibly even in the form he took in some of the Ant-Man concept art, and has carved out a niche for himself on Madripoor? The only influence we have so far seen from the Power Broker has come via technology, messaging citizens about the bounty on the heads of Sam, Bucky, and Zemo, and the threatening texts to Karli. Even Zemo doesn't know what the character looks like.

Just imagine Bucky eventually finding out the identity of the Power Broker, only for it to be the man who transformed him into the Winter Soldier in the first place. This would certainly explain the character's desire to recreate the super soldier serum.
