5. Cicada
Cicada started as a man who killed his own wife during a thunderstorm, and then attempted to commit suicide immediately afterwards. However, before he can accomplish this hes struck by lightning and has a vision of living forever and bringing his wife back. He has the ability to transfer the life force of others into himself, but to do so he must find victims to sacrifice. He believes that The Flash is like him, insofar as being blessed by lightning, so kills those that Flash has saved without feeling guilty. Its the sort of dramatic backstory that could definitely work on TV, and the fact he almost worships The Flash would make for an interesting dynamic between hero and villain.
