14. Allegra Garcia
Another new addition to the show this season, Allegra was quickly upgraded from single-episode redemptive antagonist to recurring do-gooder. That upgrade worked incredibly well, as she began proving herself to Team Flash - and specifically Iris West-Allen - as an intuitive young reporter.
On top of that, she's a gifted metahuman capable of electromagnetic manipulation and the writers did a bang-up job of highlighting her inner turmoil with both her obtainment of powers and the fact that the very thing that gave them to her - the particle accelerator explosion - ultimately allowed her cousin Esperanza to go down a much darker path.
While her rapport with Nash Wells was indeed quite touching, the conflict between them quickly played itself out as the result of a repetitive narrative. That said, Allegra earned her stripes this season. She has a lot of potential that is only just starting to be explored. And this writer is certainly intrigued to see how she grows in a full-time role next season.
