13. Kamilla Hwang
This writer clearly remembers praising The Flash at the beginning of the sixth season for finding innovative ways of making newcomer Kamilla Hwang so much more than just Cisco Ramon's off-screen girlfriend (which she spent much of Season 5 being). And now here we are at the conclusion of the season, and I'm thrilled to report that the writers maintained it the whole way through.
Kamilla quickly found a place for herself as Iris' photographer at the Central City Citizen as she, Iris and Allegra - collectively known as 'Team Citizen' - embarked on their own investigations into the thrilling Black Hole conspiracy.
And even when the real Kamilla was sent to the Mirrorverse, the writers found a way to keep the endearing Victoria Park on through Kamilla's evil Mirrorverse doppelganger.
Perhaps The Flash's best ever use of a recurring character, she felt like a regular part of the show - and that's because, in some ways, she was. With that in mind, it would have made much more sense to upgrade her to regular status in the seventh season.
