7. Bloodwork
Bloodwork is like Eva McCulloch in that he played a major role in Season 6, but there is one main difference. As he dominated the first half of the season, his arc as the primary villain played out exactly as the writers hoped it would, taking Barry Allen right up to Crisis On Infinite Earths.
So why is he on this list? Simple: He made an unexpected return during one of the final episodes of the season when Eva's evil reflections of Iris, Kamilla and Captain Singh visited him at A.R.G.U.S. and requested his blood for their 'mother'.
In spite of a brief near-altercation, he allowed the faux Iris to leave with his blood, at peace with the knowledge that Eva would follow through on her word at some point and release him.
Whether or not he's the Big Bad of the season remains to be seen, but rest assured we have not seen the last of Ramsey Rosso.
