14. Phyllis Vance
Phyllis suffers from many the same issues as the previous entries, in that she never felt fully defined as a leading role, and was often relegated to being a pure side character. However, unlike the characters mentioned above, she was an incredibly likeable and somewhat well-rounded part, who had a distinct presence in the show and could act as a decent source for episode stories.
The actor behind this role - Phyllis Smith - is incredibly endearing. She has this sweet quality that comes across in everything she does. This instantly made Phyllis a positive presence in the series and made it all the more amusing when she would make outrageous comments and generally act inappropriately.
However, the character did come with some major drawbacks, in that she never felt entirely defined. Audiences knew Phyllis quite well, but there were no distinct character traits to make her stand out in the show, other than being a slightly older woman. This caused some detriment to the character, so she ranks on the lower end of the scale.
