He says, "I hate these flood pants" and opens the door, at which point water gushes into his room. Just then, his demeanour changes, and he says, "Hey, they're working! My feet are soaked but my cuffs are bone dry! Everything's coming up Milhouse!" as he triumphantly high-steps out of his room. "Everything's coming up Milhouse!" is one of the show's great lines that has become an acceptable, real-life catchphrase for when things are working out (though are typically insignificant).
