He says, "I hope they win, or Mr. Burns said he's coming back." It's one of the more hilariously screwed up situations Milhouse has been put in over the years, and certainly one which was no fault of his own. That's how little Milhouse matters to Mr. Burns: nobody cares about him, so Burns doesn't think twice about brutally attacking him, even though he's a child.
