6. Lizzie
"Crazy" is an easy label to give Lizzie, and that's what many people will surely remember her for being long after the show has ended, but as a child growing up in the world of The Walking Dead with a warped worldview and a clear set of preexisting developmental issues, she's far from "just crazy," representative of some of the worst things that can happen to people, particularly children, living in such an environment.
Throughout season four, her mental problems went untreated, swept aside in favor of characters like Carol telling her that she just needed to get used to the world, allowing Lizzie's view of the walkers as people and skewed idea of right and wrong to spiral out of control until it was too late. After mutilating small animals and nearly smothering Judith to death, Lizzie's issues finally came to a head near the end of the season when she took her own sister's life to make a point, finally waking Carol and Tyreese up to the real danger Lizzie's very existence would continue to pose.
In the end, Carol put Lizzie down, but the weight of the young girl's actions and death are still being felt on Carol's shoulders headed into the seventh season. And while she could never (and should never) be labelled a villain like a number of other people on this list, Lizzie's issues and outward insanity still posed a real danger to herself and others, providing the series' with one of its most complex antagonists.
