Dawn came across as psychotic, but there's no denying she ran a tight ship, especially seen as she was holed up in the middle of Atlanta, its city streets swarming with countless walkers. She was unhinged, strict, and highly-disciplined, though as her time on the show rolled on her mask slid and she appeared vulnerable, weak, and out of her depth. She was desperate to cling to a remnant of civilisation, and her job gave her that opportunity. As much as you were meant to hate Dawn, it was tragically unfortunate how her final showdown with Beth went down as all she wanted was to sustain a living environment. She wanted to survive, like everyone else.
