Eugene is a tough character to rank, because he's gone through so many changes it's like he's been more than one person since his season four introduction.

Initially introduced as a cowardly intellectual who manipulated others to keep him safe, he was at first unlikable -- too cartoonish, too selfish -- and he only got worse when he seemed to align himself with Negan and the Saviors, betraying his friends and in time growing to love his newfound power.

But in season nine, something magical happened, and Eugene suddenly went from cruel and inauthentic to selfless and human, driven by a desire to right his wrongs, find peace, and secure a home for his friends. His was a startling development, and the power of it almost makes up for how insufferable he was early on.
