Instead of returning to the prison after The Governor's solo outing, the show decided to give the unhinged community leader another episode on centre stage.

Dead Weight is aptly named filler, following The Governor as he reunites with his former lieutenant Martinez and attempts to overthrow a weakened camp so he can finally destroy Rick and his people.

The episode suffers from the same flaws at its predecessor, and only beats it on this list because of its shock ending, which teases a major clash between The Governor and Rick after an age of build-up.

Ending aside, though, the episode's attempts to shed some light on The Governor's psyche is both unnecessary and ponderous, and offers very little outside of the way it sets up the season's superior mid-season finale.
