6. The Key Characters

The Whisperers have a pack order, in keeping with their animalist ways, and at the very top of the tree is a woman known simply as Alpha. Like you'd expect from a leader in the world of The Walking Dead, she's a highly intelligent, cunning, and, of course, despicable person, with no level of savagery too much for her, including allowing her daughter, Lydia, to be raped.

The other key player at this point is Beta, Alpha's right-hand man and someone it's hinted could be the leader if he had the desire to challenge her rule. He doesn't, though, with it suggested he has feelings for her, and he's loyal to the point he'll do anything that she commands, while being similarly violent and uncompromising to others. He's also notable for being the only one among them to never take off his dead mask.

Other notable members include Joshua, a Whisperer who is killed by Jesus but is shown to have actually been nice (at least to Lydia), and Lydia herself, who is taken prisoner by Hilltop before fully defecting.
