7. Who Is Gareth?

When Rick, Daryl, Carl and Michonne made their presence known inside the large open building at Terminus, a man identifying himself as Gareth stepped to the forefront and addressed the group. He jokingly lamented the lack of security before welcoming them. Gareth came off as very harmless and disarming, and didn't appear to be any sort of threat. Rick hesitantly let his guard down, allowing his crew to be frisked for additional weapons (which they wisely stashed just outside the compound). This begs the question, if the intent was to capture Rick and crew all along, why give them back their weapons to begin with? Gareth's men had them dead to rights. There was no reason to keep up the charade at that point. So who is Gareth? Is he the leader of the Terminus settlers? Why does he and the rest of his group look like they just walked out of an IT firm, freshly groomed and relatively unaffected by the perils of a post-apocalyptic world? Does he have sinister plans for Rick and the gang or were their actions merely a response to Rick's aggressive manoeuvre?
