The Walking Dead Season 7: 3 Ups And 4 Downs From 'The Other Side'

Ups...

3. Simon

Once again Simon arrives to cause havoc at the Hilltop, and once again provides a thoroughly entertaining presence.

Negan's second-in-command, played by Steven Ogg, has done a good job of establishing himself as an exciting and charismatic secondary villain. Of course, his task is easier than that of Jeffrey Dean Morgan, as it doesn't need to carry as much weight, but there's such a delight to his madness its hard not to get caught up in it.

He shows himself to be a real scene stealer here, both with his facial expressions and the way he talks to Gregory and others at the Hilltop, which manages to be joking and threatening at the same time. He's so good at it it's tempting to wonder what he'd be like as Negan, though it is a rather different role despite the fact Simon clearly tries to mimic his leader. As it is, one is a much more entertaining villain than the other.
